Vote to pass a bill which states that 15 percent of New Mexico's energy usage will be comprised of renewable energy by January 1, 2015, and 20 percent by January 1, 2020. Furthermore, the public regulation commission will start a system of renewable energy certificates.

Highlights:
- Mandates that a public regulation commission shall establish a system of renewable energy certificates [sec. 2 (A)]. - States that a distribution cooperative may not collect from its customers, through the renewable energy and conservation fee, more than one percent of a single customer's bill or more than $75,000 annually [sec. 3 (A)].
