Vote to override a veto of a bill that redefines the 'triggerman rule' by expanding the definition of first degree murder.

Highlights:
- Provides that in cases of murder for hire, terrorism, and a "continuing criminal enterprise", both accessories to the murder and principals in the second degree can be charged with first degree murder [sec. 1(C)]. - Allows defendants in the second degree to be charged with first degree murder if they had the same intent to kill as the triggerman [sec. 1(B)]. - Allows accessories to the murder to be charged in the first degree if they "ordered or directed" the triggerman [sec. 1(C)]. - Allows for the death penalty in cases listed above [VA Capital Code 18.2-31].
