Title: Child Credit Preservation and Expansion Act of 2004

Vote to pass a bill that would make the $1000 child tax credit permanent and amend a number of its provisions.
Highlights:
Increases the maximum income an individual or couple could earn before losing coverage under the provisions of this act, as follows: $250,000 for couples filing a joint return; $125,000 for individuals (Sec. 2).
Allows military personnel to take into account their combat pay when calculating their eligibility (Sec. 2).
Provides that individuals who do not pay income tax are still eligible to receive the credit (Sec. 2).
