- Creates the Hampton Roads Transportation Authority Act to collect tolls for new or improved highways, bridges, tunnels, and transportation facilities [sec. 1 (33.1-391.6)]. - Generates additional revenue for transportation projects by imposing a range of civil fees on individuals convicted of certain driving misdemeanors and felonies, including individuals convicted of driving on a suspended license and driving while intoxicated [sec. 1 (46.2-206.1)(A-C)]. - Calls for assessment of one-time, $150 motor vehicle registration fee [sec. 1 (46.2-755.4)(A)]. - Raises taxes on diesel and alternative fuels from 16.5 cents to 17.5 cents on gasoline, gasohol, diesel fuel, and blended fuel [sec. 1 (58.1-2217)(B) & (58.1-2249)(A)].
