  • Appropriates $447.2 billion to the Department of Defense and Department of Energy's national security programs.
  • Grants access to members of both the National Guard and Reserve to the military's healthcare system (Tricare) even when not on active duty (Sec. 702). 
  • Appropriates $25 billion to emergency funding for military operations in Iraq and Afghanistan (Sec. 1006).
  • Permits the Federal Communications Commission to fine broadcasters up to $275,000 for each airing of indecent material (Sec. 1084).
