Vote to adopt a non-binding, amendment that expresses the Senate's will that future military operation funds be included in the regular budget proposal and not in an emergency supplemental appropriation bill.
- Requests all future funding for ongoing military operations overseas especially in Afghanistan and Iraq be included in the President's annual fiscal year budget proposal (Sec. 1122).
- Calls for the President to submit to Congress by Sept 1, 2005, an amendment to his annual fiscal budget, that details estimated costs for ongoing military operations overseas (Sec. 1122).
