Title: Human Cloning Substitute Amendment
Vote to adopt a substitute amendment that would ban cloning for reproductive uses, but allow it for research purposes
- Requires any researcher who seeks to clone humans to register with the Secretary of Health and Human Services.
- Includes a 10 year "sunset," after which period the ban would need reauthorization to remain law.
- Requires those who break the law to forfeit equipment, other related property, and any monetary gains.
- Requires a study by the Institute of Medicine on the properties of embryonic, fetal and adult stem cells.
- Preempts future state laws that are different than federal laws or that would prohibit protected types of research.
