Vote to table an amendment that requires the U.S. to place sanctions on countries, including China, if they are selling weapons of mass destruction (WMDs).
Suspends U.S. assistance, military contacts and exchanges, and scientific, academic, and technical exchanges between the U.S. and the nation found selling WMDs.
Denies access of U.S. capital markets to state-owned enterprises and companies owned or controlled by covered countries or nationals of covered countries.
Requires the President to submit an annual report to Congress that identifies and monitors actions by nationals of covered countries known to produce WMDs.
