Title: Patient Protection Substitute Amendment

Vote to adopt a substitute amendment that would provide guidelines for patients and insurers regarding the conditions of service for managed care plans.
Allows patients to sue their insurers in federal court if external and internal reviews have been conducted.
Requires that patients be granted access to specialists if their condition warrants it.
Stipulates that women do not need a referral from their insurer to receive care from obstetricians and gynecologists.
Requires health care plans to use laymen's terms to describe services and conditions.
