Vote to pass a bill that appropriates $510.9 million over five years through 2011 to the Appalachian Regional Commission for grants to fund administrative expenses of development plans for counties with economical difficulties.
Specifies that grants under this bill shall not be made to a for profit organization, except those organizations that meet specific percentage requirements (Sec. 2).
Allows grants that cover up to 80 percent of the cost of projects in "distressed communities," and 70 percent in "at-risk counties" (Sec. 2)
