• Appropriates $109.24 billion for military personnel, which includes a 3.1 percent across-the-board pay increase.

• Prohibits cruel, inhumane, or degrading treatment of any individual in custody or physical control of the U.S. government, regardless of geographical location (Sec. 1075).

• Requires a judicial review of an individual's status as an enemy combatant if the sentence is 10 years or more, and provides that in all other cases review is up to the Court of Appeals for the District of Columbia (Sec. 1092).

• Requires the President to report to Congress every 3 months on the United States policy and military operations in Iraq until the last U.S. combat brigade returns to the United States (Sec. 1211).

• Contains various provisions and requirements for military personnel and for the defense budget, including, but not limited to, military justice, health care, establishment of defense contracts, organization and management, and active and reserve personnel policy.

• Appropriates $16.49 billion for funding of the defense-related programs of the Department of Energy (Secs. 3101-3104).
