Vote to pass a bill that allows the Department of Health and Human Services to conduct and support research that uses human embryonic stem cells.

Highlight: -Calls for stem cells to be taken from human embryos that were donated from in vitro fertilization clinics (Sec. 2). -Requires that before the embryos are donated, it is established that they were created for fertility treatment, are in excess of clinical need, and otherwise would be discarded (Sec. 2). -Stipulates that those donating the embryos give written consent and do not receive any compensation for the donation (Sec. 2).
