Title: COPE Bill of 2006
Vote to pass a bill that amends the Communications Act of 1934 allowing national franchise telecommunication purchasing and provides for Federal Communications Commission (FCC) involvement in enforcing franchise requirements.
- Allows companies or individuals to acquire national franchises of telecommunications services that would provide cable services in certain areas (Sec. 101).
- States that all public providers of telecommunications services will abide by rules and policies governing competition neutrality (Sec. 401).
- Requires Voice over Internet Protocol (VOIP) companies to provide 911 and E-911 services to customers (Sec. 716).
- Prohibits service providers from requiring customers to purchase cable, telecommunication, or VOIP service provided by the company (Sec. 718).
