Vote to pass a bill that establishes a pilot program in Kentucky and New York in order to decide if the prohibition of killing equines for human consumption should be imposed nation-wide.
Allows for the following exceptions: if the horse is or has ever been owned by the State or local government, will be slaughtered at a facility in operation prior to enactment of this bill and/or if the horse will be slaughtered and the meat donated for "humanitarian purposes" (Sec. 1).
Grants the Secretary of Agriculture the authority to confiscate any horses believed will be slaughtered in violation of this bill (Sec. 1).
Appropriates $5 million to carry out the Horse Protection Act (Sec. 1).
