Title: Line Item Veto Bill

Vote Smart's Synopsis:

Vote to pass a bill that gives the President the power to propose a veto of any provision of a bill that results in an increase in budget authority and establishes requirements and creates procedures for congressional consideration of the proposed vetoes.

Highlights:
  • Allows the President to propose a rescission in whole or in part on any item of direct spending within 45 days of enactment (Sec. 2).
  • Gives the President the power to present a special message to Congress for a rescission if 45 days have passed due to adjournment or end of session (Sec. 2).
  • Limits the number of special messages a President can issue to five per bill unless there has been a budget appropriation measure passed, which permits ten special messages (Sec. 2).
  • Requires that any rescinded items are only done for the purpose of deficit reduction and should not be used as a way to offset other spending increases (Sec. 2).
  • Requires Congress to introduce a bill within five days of the proposed rescission that reflects the change and there must be a vote taken (Sec. 2).
  • States that if a proposed veto is rejected in Congress, the original spending bill would be enacted unless suspended by orders of the President (Sec. 2).
