Vote to pass a bill that appropriates funds for the departments of Transportation, the Treasury, Housing and Urban Development (HUD), the Judiciary, the President, the District of Columbia (DC), and other agencies for FY 2006.

Highlights:

• Appropriates $40.19 billion for the highway system in transferred funds.

• Appropriates $38.26 billion for HUD, including $27.37 billion for Public and Indian Housing.

• Appropriates $14 billion for the FAA, including $9.08 billion in transferred funds.

• Appropriates $11.7 billion for the Treasury Department.

• Appropriates $5.75 billion for the Judiciary.

• Appropriates $3.51 billion for capital investment grants.

• Appropriates $1.45 billion in grants for the National Railroad Passenger Corporation (AMTRAK).

• Appropriates $593 million in federal appropriations for the District of Columbia.

• Appropriates $450,000 for compensation of the President.

• Requires the Secretary of Transportation to work with the Secretary of Health and Human Services and the Administrator of the Federal Aviation Administration (FAA) to establish procedures for handling incoming flights from any country that has had cases of avian flu or where a passenger on a flight has symptoms of avian flu.

• Prohibits the District of Columbia (DC) from using federal funds for any program that distributes sterile needles or syringes for injection of any illegal drug (Sec. 117).

• Prohibits the use of funds for any government project that seeks to use the power of eminent domain, unless the project is for public use (Sec. 321).

• Considers financial assistance over the cost of higher education tuition as income for determining eligibility for a person to receive assistance under section 8 housing (Sec. 322).

• Prohibits section 8 housing for higher education students, individuals under the age of 24, non-veterans, unmarried individuals without a dependent child, individuals whose parents are not eligible to receive assistance, or individuals who are not otherwise eligible (Sec. 322).

Vote to pass a bill that appropriates $138.51 billion for Transportation, Treasury, Housing and Urban Development, the Judiciary, the President and executive offices, the District of Columbia, and related independent agencies for FY 2006.

Highlights:

• Appropriates $63.4 billion for the Department of Transportation, including $36 billion for "Federal-aid Highways," and highway safety construction programs; $8.04 billion for the operations of the Federal Aviation Administration; and $1.18 billion for Amtrak services.

• Rescinds $469 million from grants-in-aid for airports.

• Appropriates $38.1 billion for the Department of Housing and Urban Development, including $15.63 billion for tenant-based rental assistance.

• Appropriates $4.24 billion for the Community Development Fund.

• Appropriates $11.57 billion for the Department of Treasury, including $10.55 billion for the Internal Revenue Service.

• Appropriates $9.75 billion for independent agencies, including $6.93 billion for real property activities and the Federal Buildings Fund under the General Services Administration.

• Appropriates $9.3 billion for the District of Columbia, including $8.7 billion for the city budget and operating expenses.

• Prohibits the use of funds to enforce section 703 of the District of Columbia Firearms Control Act, which requires legal firearms that are kept in the home to be unloaded and disassembled (Sec. 948).

• Prohibits the use of funds appropriated in this bill to enforce the decision of the Supreme Court in the case of Kelo v. New London that allows government offices to seize property by eminent domain for the purpose of public use (Sec. 949).
