Vote to adopt a conference report that appropriates $450.13 billion to the Department of Defense and related agencies, including funds for operations in Iraq and Afghanistan, and for Hurricane Relief activities and allows the leasing of land in the Arctic National Wildlife Refuge (ANWR).

Highlights:

• Appropriates $123.62 billion for operation and maintenance of the Department of Defense.

• Stipulates that only the U.S. Court of Appeals for the District of Columbia can determine if a non-U.S. citizen has been detained properly as an enemy combatant at Guantanamo Bay (Sec. 1005).

• Requires a judicial review of an individual's status as an enemy combatant if the sentence is 10 years or more and that in all other cases review is up to the Court of Appeals for the District of Columbia (Sec. 1005).

• Reduces the discretionary appropriations in this act by 1 percent in every budget area except the funds available to the Department of Veterans Affairs and funds "related to the global war on terror" (Sec. 3801).

• Requires the Secretary of Defense to report to Congress every 90 days on measures of "progress toward military and political stability in Iraq" (Sec. 9010).
