Title: Homeland Security Department FY 2006 Appropriations Act

Vote to pass a bill that appropriates $34.55 billion for the Department of Homeland Security.
Appropriates $7.88 billion for the United States Coast Guard.
Appropriates $6.5 billion for preparedness and recovery, including state and local program grants, firefighter assistance grants, and emergency preparedness and response.
Appropriates $6.01 billion for customs and border protection.
Appropriates $5.06 billion for the Transportation Security Administration.
Appropriates $4.29 billion for immigration and customs enforcement.
Appropriates $2.61 billion for research and development, training, assessments, and other services for science and technology.
Appropriates $1.5 billion in emergency funding for the Department of Veterans' Affairs.
Appropriates $1.19 billion for the United States Secret Service.
Appropriates $658 million for the Department of Management and Operations.
Appropriates $349 million for border and transportation security.
Appropriates $100 million for intercity passenger rail transportation, freight rail, and transit security grants.
Preserves pre-9/11 grant programs for traditional first responders (Sec. 604).
Establishes a "Threat Based Homeland Security Grant Program" (Sec. 604).
Allocates money to address acts of terrorism or catastrophic events while specifying that monies cannot be used for ongoing emergency response or preventative measures (Sec. 604).
