Title: National Intelligence Reform Act of 2004
Vote to pass a bill that would establish a National Intelligence Director and create a National Counterterrorism Center (NCTC).
- Instructs the National Intelligence Director to make all security and intelligence decisions independent of policy and political considerations (Sec. 111).
- Defines the responsibilities of the National Intelligence Director, which include unifying the intelligence community, directing the NCTC, developing interagency counter-terrorism plans, and serving as the head of the intelligence community (Secs. 112-113).
- Provides that National Intelligence funding must be authorized by law and within established appropriations limits (Sec. 114).
- Instructs the President to establish an information sharing network to promote the sharing of intelligence and homeland security information (Sec. 206).
