Vote to pass a bill that would establish a National Intelligence Director and create a National Counterterrorism Center (NCTC).

Highlights:
  • Instructs the National Intelligence Director to make all security and intelligence decisions independent of policy and political considerations (Sec. 111).
  • Defines the responsibilities of the National Intelligence Director, which include unifying the intelligence community, directing the NCTC, developing interagency counter-terrorism plans, and serving as the head of the intelligence community (Secs. 112-113).
