Title: Continuity in Representation Act of 2003
Vote Smart's Synopsis:
Vote to pass a bill that would modify federal election laws concerning the Senate and House of Representatives.
Requires states, should the number of vacancies in the House of Representatives exceed 100, to hold special elections no later than 45 days after such a situation is announced by the Speaker of the House (Sec. 2).
Provides that a special election shall not be required if a regular general election is scheduled to occur within the following 75 days (Sec. 2).
Requires state parties to each nominate a candidate no later than 10 days after a special election is announced under the provisions of this act (Sec. 2).
Requires states to send out absentee ballots to uniformed services voters and overseas voters no later than 15 days after a special election is announced under the provisions of this act (Sec. 2).
