Title: AIDS Assistance bill
Vote to pass a bill that would establish a five-year program, authorizing $3 billion each year to prevent and treat HIV, AIDS, Tuberculosis, and Malaria in highly infected countries, namely Africa.
- Establishes the priorities as abstinence, being faithful, and condom use.
- Expresses sense of Congress that a specified number of infected individuals shall receive antiretroviral treatment through U.S. assistance programs.
- Establishes the formula for allocation of funds and grants, including up to $1 billion for fiscal year 2004 for the Global Fund to Combat AIDS, Tuberculosis, and Malaria.
- Encourages continued improvements regarding palliative care for infected individuals, and research and development.
