Vote to pass a bill that would create a Homeland Security Department with cabinet-level status for the purpose of protecting United States security.
- Consolidates 22 independent agencies into the new department, including Secret Service, Transportation Security Administration, Coast Guard, Customs Service and Federal Emergency Management Agency.
- Requires the Department to be responsible for border security, immigration affairs, intelligence, science and technology, emergency preparedness, and infrastructure protection.
- Creates of the National Office for Combating Terrorism within the White House.
- Requires the new department to consult with the Defense Department about training emergency crews for possible attacks.
- Requires that every state much have at least one liaison officer for the Department of Homeland Security to coordinate efforts between federal, state and local officials.
- Authorizes airline pilots to carry handguns and use force if necessary and provides training for them.
- Splits Immigration and Naturalization Service between immigration enforcement and naturalization services.
