Highlights:
- $15 billion for tax incentives for fuel production and conservation.
- Increases funding for the Low Income Home Energy Assistance Program to $3.4 billion.
- Requires the National Highway Transportation Safety Administration to issue annual fuel economy (CAFE) standards within 18 months of bill's enactment that will lead to a light duty fleet average of 35 mpg. NOTE: CAFÉ standards only apply to cars.
- Creates a comprehensive Indian energy program at the Department of Energy to assist tribes in meeting their energy needs and expand opportunities to develop energy resources on tribal lands.
- Provides the framework and time line for establishment of the National Greenhouse Gas Database, which would gather information on greenhouse emissions and collect it in a registry.
