Highlights:
- Prohibits insurance companies from limiting either procedures doctors can perform or medicines they can prescribe when treating patients.
- Provides a 100 percent deduction of insurance for the self-employed.
- Gives patient right to sue insurance companies in state court over medical decisions, with a $5 million dollar cap placed on non-economic damages.
