Vote to pass a bill that creates a corporation to issue vouchers to elementary and secondary students in the D.C. area to pay for private education.

Highlight: -Creates the private non-profit called "District of Columbia Scholarship Corporation" which administers, publicizes, and evaluates the scholarship program -Appropriates $45 million to fund the program for fiscal years 1998 - 2002 -Authorizes the Corporation to award tuition scholarships to residents of the District of Columbia whose family income exceeds 185 percent of the poverty line -Authorizes the Corporation to award tuition scholarships first to those who have received a scholarship from the Corporation for the previous academic year, and second to students who are enrolled in a D.C. public school by utilizing a lottery system -Provides $3200 tuition scholarships to families at or below the poverty level unless the aggregate cost of tuition, mandatory fees, and transportation is less than that amount -Provides $2400 tuition scholarships to families above the poverty level unless 75 percent of the aggregate cost of tuition, mandatory fees, and transportation is less than that amount -Requires the Comptroller General to evaluate the scholarship program four years after the enactment of the program
