Vote Smart's Synopsis:

Vote to pass a bill that appropriates $15.54 billion for foreign operations.

Highlights:

• Suggests that the International Monetary Fund (IMF) should make efforts to reform by: increasing its transparency, establishing internationally acceptable bankruptcy standards, and establishing uniform minimum standards regarding robust banking and supervisory systems.

• Instructs the IMF to increase its effectiveness by: opening domestic markets to fair and open internal competition, privatizing industries, supporting economic deregulation, and investing in programs that discourage practices which may promote ethnic or social strife, among other reforms.

• Bans aid for international abortions, while allowing funds to be used for family planning projects which offer information about a broad range of family planning practices.

• Prohibits using appropriated funds for expenditures, contracts, or commitments involving the export of nuclear equipment, fuel, or technology to any country other than an eligible nuclear-weapon state.

• Authorizes the President to withhold economic revitalization funds if Bosnia and Herzegovina have not removed foreign forces or have not terminated intelligence cooperation with Iranian officials.

• Allows the President to withhold 50 percent of funds to Russia if it has not terminated arrangements to provide Iran with technical expertise, technology, or equipment necessary to develop a nuclear reactor, ballistic missile capabilities, or related research facilities.

• Requires that all funds given to the Foreign Military Financing Program be spent on defense articles sold by the federal government.

• Requires the Secretary of Defense to submit a report to the Committee on Appropriations detailing the training activities of the School of the Americas and a general assessment of its graduates.

• Bans Cuba, Iraq, Libya, North Korea, Iran, Sudan, or Syria from directly receiving assistance or reparations.

• $2.94 billion for aid to Israel, including $1.86 billion for Foreign Military Financing and $1.08 billion for economic assistance.

• $2.08 billion for aid to Egypt, including $1.3 billion for Foreign Military Financing and $775 million for economic assistance.

• $1.17 billion for development assistance.

• $640 million for migration and refugee assistance.

• $590 million for assistance for the new independent states of the former Soviet Union.

• $152 million for anti-terrorism, nonproliferation, and related programs.
