- Authorizes the President to enter into trade agreements with foreign countries when existing duties or import restrictions are impeding the foreign trade of the United States.
- Gives the President fast track authority on certain trade legislation.
- Gives the President this authority until October 1, 2001 or September 30, 2005, if Congress extends the authority.
- Requires the President to submit details of trade agreements to Congress and the International Trade Commission.
