Vote to pass a bill that appropriates $253 billion for the Department of Labor, the Department of Health and Human Services, the Department of Education and other related agencies.
- Bans use of funds for field testing, pilot testing, implementing, administering or distributing of any national tests.
- Allows The National Academy of Sciences and the National Assessment Governing Board to study and report to Congress the potential use of existing standardized tests and state assessments.
- Prohibits the use of public funds to offer abortion services.
- Bans the use of funds for any program that distributes sterile needles or syringes for the hypodermic injection of any illegal drug, unless an exchange project in a specific community is shown to be effective in preventing the spread of HIV and does not encourage drug use after March 31, 1998.
