Vote to suspend the rules and pass a bill that establishes a Commission on Indian Recognition that has jurisdiction over federal recognition to Indian tribes.

Highlights:
  • Establishes criteria for determining which Indian groups qualify for Federal Recognition, including "substantially continuous" recognition as an American Indian entity since 1934.
  • Requires that the Commission set a date for preliminary hearing within 60 days after receipt of a petition.
  • Stipulates that within 30 days after preliminary hearing the Commission makes a determination regarding the federal recognition of the tribe.
  • Appropriates $3 million annually to the Secretary of Health and Human Services for grants to Indian groups seeking Federal recognition.
  • Appropriates $1.5 million to the Commission annually through fiscal year 2010.
