Title: National Highway System Designation Act of 1995

Vote to adopt a conference report that revises United States transportation law to designate the National Highway System, and repeals the national speed limit, among other purposes.

Highlights:

  • Designates up to 178,250 miles as the National Highway System.
  • Repeals the national maximum speed limit compliance program.
  • Mandates that no individual under the age of 21 can have a blood alcohol concentration of .02 or higher while operating a motor vehicle, and withholds five percent of funds from states that do not enforce the law the first year and ten percent of funds for each following year.
  • Eliminates the national motorcycle helmet laws.
  • Creates the Commercial Motor Vehicle Safety Pilot Program to exempt most commercial vehicles between 10,000 and 26,000 pounds from certain safety requirements.
  • Repeals mandatory pre-employment substance testing requirements for certain mass transit employees.
  • Allows States to place signage along roads by excluding sections of road from scenic byway laws.
  • Places a moratorium on emissions testing requirements for states, but allows the Administrator of the Environmental Protection Agency to approve a program if a state chooses to adopt one.
  • Repeals a mandate from the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) requiring states to use a percentage of recycled rubber in asphalt pavement.
  • Stipulates that States are not required to use funds to modify or construct metric system highway signs.
