Title: Line-Item Veto bill
Vote to adopt a conference report that allows the President to use a line item veto to strike portions of legislation without vetoing the entire bill.
- Authorizes the President to cancel any item of new direct spending or limited tax benefit signed into law, as long as he or she determines that canceling the item will reduce the Federal budget deficit without harming the national interest.
- Requires the President to submit a special message to Congress within 5 days of receiving the legislation, identifying the amounts, items, and benefits struck from the legislation.
- Provides Congress with 30 days to either decide to accept the President's decision or create a disapproval bill to pass the provisions again by a majority vote, the disapproval bill is still subject to Presidential veto which could then be overruled by a 2/3 majority.
- Expires on January 1, 2005.

Vote to pass a bill that gives the President the ability to strike new direct spending items or new targeted tax items.
- Requires Congressional committees to enroll all new direct spending items or new targeted tax items as separate pieces of legislation.
- Allows this act to be waived by an affirmative vote of 3/5 of the appropriate chamber of Congress.
- Prohibits the inclusion of non-emergency spending in emergency spending bills.
- Expires September 30, 2000.
