Title: Line-Item Veto bill

Vote to adopt a conference report that allows the President to use a line item veto to strike portions of legislation without vetoing the entire bill.

Highlights:

  • Authorizes the President to cancel any item of new direct spending or limited tax benefit signed into law, as long as he or she determines that canceling the item will reduce the Federal budget deficit without harming the national interest.
  • Requires the President to submit a special message to Congress within 5 days of receiving the legislation, identifying the amounts, items, and benefits struck from the legislation.
  • Provides Congress with 30 days to either decide to accept the President's decision or create a disapproval bill to pass the provisions again by a majority vote, the disapproval bill is still subject to Presidential veto which could then be overruled by a 2/3 majority.
  • Expires on January 1, 2005.
