Vote to adopt a conference report that appropriates $28.07 billion for the departments of Commerce, Justice and State, and the Federal Judiciary.

Highlights:
- Prohibits the use of funds for diplomatic facilities in Vietnam that were not operating as of July 11, 1995. - Prohibits the use of funds for United Nations peacekeeping missions, unless the President decides it is in the national security interest of the United States. - Expresses the sense of the Senate that none of the appropriated funds should be used for the deployment of the United States Armed Forces for any ground operations in Bosnia and Herzegovina, unless Congress approves deployment or the President reports to Congress that temporary deployment is necessary. - Authorizes the Attorney General to provide grants to eligible states to build or expand correctional facilities. - Prohibits the use of funds for the Commerce Department's Advanced Technology Program. - $4.74 billion for the State Department and related agencies, including $700 million for international organizations and conferences and $225 million for international peacekeeping activities. - $3.05 billion for the Judiciary branch. - $3.01 billion for violent crime reduction and state and local law enforcement assistance. - $2.92 billion for the Federal Prison System. - $2.51 billion for the Federal Bureau of Investigation, including $2.19 billion for salaries and expenses. - $1.8 billion for operations, research, and facilities of the National Oceanic and Atmospheric Administration. - $278 million for the Legal Services Corporation.
