Vote to pass a joint resolution proposing a constitutional amendment that specifies that a senator should be elected as the President of the Senate and that the Lieutenant Governor and the Governor should be elected jointly starting in 2010.

Highlights:

- Specifies that a President of the Senate should be elected among the Senate beginning in the General Assembly in 2009 [Sec. 1]. - Requires a Lieutenant Governor "to be chosen at the same time, continue in office for the same period, and be possessed of the same qualifications as the Governor" [Sec 3(A)]. - Requires the Lieutenant Governor to act as the Governor if a written declaration of inability of Governor to discharge duties and powers is sent to the President of the Senate and the Speaker of the House [Sec. 9 (1)].

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES TWO-THIRDS APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION AND AGAIN BY A MAJORITY OF EACH CHAMBER IN THE NEXT SESSION TO BECOME ENACTED.
