- Requires employers laying off 100 or more full-time employees to provide notification to the Commissioner of Labor and Workforce Development, the highest elected official in the city or town government, and all affected employees, at least 90 days before the first termination of employment occurs (sec. 2a). - Requires this notification to include information on the number of employees being laid off, the reason for the mass layoff, any other jobs the employer may be offering, the amount of severance pay available, rights regarding wages and benefits, and the right to access an established response team (sec. 3). - Requires employers laying off 50 or more full-time employees to provide severance pay for the same number of weeks as the number of complete years the individual was employed full-time (sec. 2b). - Establishes a response team to provide information, job referrals and counseling to individuals affected by the plant closing or mass layoff (sec. 5). -Designates the Superior Court as the sole judiciary authority regarding complaints and grievances made by employees or former employees (sec. 6).
