Vote to pass a bill that requires thirty-three percent of an electric utility company's customers be able to use a different electric utility company in order for the electric utility company to remain competitive and prevents current electric utility rates from rising.

- Allows thirty-three percent of electric utility customer's be able to use a different electric service (sec. 5). - Requires three different electric utility companies provide comparable service (sec. 5). - Prevents electric utility companies from raising rates until the companies meet the requirements previously listed (sec. 5). - Requires the use of different paint colors to indicate work is being done on electric power distribution or gas distribution (sec. 5).
