Vote not to concur with Senate amendments to a bill requiring REAL ID compliant driver's licenses.

Highlights:

  •  Requires the Commissioner of Public Safety to meet the requirements of the REAL ID Act for licenses and identification cards, including documentation requirements and card design and marking (Sec. 5).
  • Specifies that applications for driver’s license or identification cards must be accompanied with satisfactory evidence demonstrating identity, date of birth, and lawful residency status (Sec. 9).

  • Requires applications for REAL ID compliant driver’s licenses and Minnesota identification cards to include principal residence address in Minnesota and social security number, or related documentation as applicable (Sec. 9).

  • Specifies that if an applicant does not have a Social Security number and is applying for a Minnesota ID, instruction permit, or class D provisional or driver’s license, the applicant is required to certify that he or she is not eligible for a Social Security number (Sec. 9).

    • A valid, unexpired United States passport; or

    • A certificate of citizenship issued by the United States Department of Homeland Security.

  • Prohibits the Commissioner of Public Safety and driver’s license agents from imposing fees or surcharges for applicants who (Sec. 23):

    • Hold valid Minnesota driver’s license or identification card issued prior to the date Minnesota began using REAL ID-compliant licenses and identification cards;

    • Submit the license or identification card application no later than one year following the full compliance date; and

    • Are otherwise eligible to obtain the license or identification card.
