  • Authorizes the Chairmen of the budget committees of both Houses of Congress to revise the allocations of committees, aggregates, and, in the Senate, the pay-as-you-go ledger for the purposes of legislation related to healthcare which calls for such an adjustment, provided that this legislation would not increase the deficit between the fiscal years of 2017 and 2026 (Sec. 3001).
  • Authorizes the Chairmen of the budget committees of both Houses of Congress to revise the allocations of committees, aggregates, and, in the Senate, the pay-as-you-go ledger for the purposes of legislation related to healthcare by the amounts necessary to accommodate the budgetary effects of the legislation, provided that the cost of such legislation, when combined with the cost of any other legislation the Chairman has exercised this authority for, would not exceed the difference between $2 billion and the sum of all deficit reduction for fiscal years 2017 through 2026 achieved by the use of this section (Sec. 3002).
