Title: Conscience Protection Act of 2016

Vote to pass a bill that prohibits the government from penalizing healthcare providers that decline to cover abortions.

Highlights:

  • Specifies that the federal government may not penalize or retaliate against a state or local government that does not provide for the following, including, but not limited to (Sec. 3):
    • The referral or payment of an abortion; or

    • The performance or sponsorship of abortion coverage.

  • Specifies that the federal government cannot prohibit a state local government health care provider which receives federal financial assistance from offering abortion services (Sec. 3).

  • Defines “federal financial assistance” as the federal payments to cover the cost of health care services, benefits, grants, or loans to promote health related activities (Sec. 3).

  • Defines “health care provider” as the following, including, but not limited to (Sec. 3):

    • An individual physician, nurse, or other health care professional;

    • A hospital, health system, or other health care facility;

    • A social services provider that authorizes referrals;

    • A group or student health plan; or

    • An issuer of health insurance coverage.
