  • Defines “mandatory leave” as an absence with pay but without duty during which an employee will be charged (Title IV, Sec. 406).

  • Defines “misconduct” as neglect of duty and failure to accept a directed reassignment or to accompany a position in a transfer or function (Title IV, Sec. 407).

  • Specifies that an employee appealing their transfer or removal may not be placed on administrative leave during their appeal process (Title IV, Sec. 407).
