Vote to pass a bill that prohibits an individual from accessing pornographic web sites from a federal computer.

Highlights:

• Authorizes the head of an agency to determine any website that presents a current or future security weakness to the information technology systems (Title I, Sec. 101).

• Prohibits any individual employed by an agency from establishing, operating, maintaining, or otherwise permitting the use of information technology that is not certified by the appropriate federal entity responsible for information security (Title I, Sec. 101).

• Specifies that the Director of the Office of Management and Budget shall issue guidelines that prohibit the access of pornographic or other explicit web sites from a federal computer (Title II, Sec. 201).

• Exempts accessing a pornagraphic web site on a federal computer for investigative purposes (Title II, Sec. 201).

• Specifies that agency may place an employee on a mandatory leave for misconduct, neglect of duty, malfeasance (Title IV, Sec. 406).

• Defines “mandatory leave” as an absence with pay but without duty during which an employee will be charged (Title IV, Sec. 406).

• Defines “misconduct” as neglect of duty and failure to accept a directed reassignment or to accompany a position in a transfer or function (Title IV, Sec. 407).

• Specifies that an employee appealing their transfer or removal may not be placed on administrative leave during their appeal process (Title IV, Sec. 407).
