Title: Authorizes Employees Affected by Privatization to Receive Benefits

Vote to override a veto of a bill that authorizes Hawaii Health Systems Corporation employees directly affected by a workforce restructuring to receive severance or special retirement benefits.

Highlights:

  • Authorizes an employee entitled to reduction-in-force rights whose job is being abolished or is directly affected by a workforce restructuring, including privatization, to receive a voluntary severance benefit in lieu of exercising any reduction-in-force rights or receiving any special retirement benefits (Sec. 2). 
  • Authorizes an employee eligible for retirement benefits whose job is being abolished or affected by a workforce restructuring, including privatization, to receive a special retirement benefit in lieu of exercising any reduction-in-force rights or receiving any severance benefit (Sec. 3).
  • Requires an employee to meet certain criteria to qualify for a special retirement benefit including, but not limited to, any one of the following (Sec. 3): 
    • The employee has at least 5 years of credited service as a contributory class A or B member and is at least 50 years old;
    • The employee has at least 20 years of credited service as a contributory class A or B member; or
    • The employee has at least 10 years of credited service as a noncontributory class C member and is at least 57 years old. 

 

NOTE: A TWO-THIRDS MAJORITY OF MEMBERS ELECTED IS REQUIRED TO OVERRIDE A GOVERNOR'S VETO.
