Title: Requires Gun Owners to Register in Database

Vote to pass a bill that requires firearm applicants and owners to enroll in the Federal Bureau of Investigation "rap back" system.

Highlights:

  • Requires an individual applying for a firearm permit or registering a firearm to be enrolled into the Federal Bureau of Investigation (FBI) “rap back” system (Sec. 1).
  • Defines the “rap back” system as an FBI service that provides continuous criminal record monitoring, and notifies government agencies when an individual subject to a record check is arrested for a criminal offense anywhere in the country (Sec. 1).
  • Requires a police department or the appropriate authorities to use the FBI rap back system to determine an individual’s eligibility to be issued a firearm permit or register a firearm (Secs. 2 & 3). 
  • Authorizes a county police department to conduct a criminal history record check on an individual applying to obtain a firearm permit or to register a firearm (Sec. 4).
