Highlights:

  • Authorizes the legislative body of a city to accept a proposed annexation of territory submitted by all land owners in the territory without submitting the proposal to voters under the following conditions (Sec. 2):
    • The territory is included within an urban growth boundary adopted by the city or metro;
    • The territory is subject to the acknowledged comprehensive plan of the city;
    • The territory has at least 1 lot or parcel that is contiguous to the city limits or is separated only by a public right of way or body of water; and
    • The proposal conforms to all requirements of the city’s ordinance.
  • Specifies that the annexed territory includes any additional territory needed for infrastructure and right of way access for territory development (Sec. 2).
