Title: Prohibits Wind Farms in Certain Military Flight Zones

Vote to pass a bill that prohibits the construction of wind energy facilities within certain military flight zones.

Highlights:

  • Prohibits the construction, operation, or expansion of wind energy facilities within areas identified as low-flight zones by the North Carolina Military Affairs Commission Compatible Use Map Atlas (Sec. 1). 
  • Requires an individual applying for a permit for a wind energy facility to provide a study of the noise and shadow flicker impacts to the Department of Health and Human Services for review of potential health effects posed by the facility (Sec. 1).
  • Authorizes the Department of Military and Veterans Affairs to review and determine whether an individual’s application for a wind energy facility would interfere with military missions or training operations (Secs. 3 & 7). 
  • Prohibits the Department of Environmental Quality from taking action on a permit application before receiving a determination from the Department of Military and Veteran Affairs as to whether approve or deny the application (Sec. 3).
  • Specifies that the provisions of this bill apply to applications for permits submitted after October 1, 2018 (Sec. 3).
