Vote to pass a bill that prohibits the Coastal Commission members from engaging in ex parte communications.

Highlights:

• Prohibits Coastal Commission members from conducting an ex parte communication concerning an adjudicative or enforcement proceeding before the commission (Sec. 1).

• Specifies that if a commission member conducts an ex parte communication, the commission member shall fully disclose the communication by providing a full report of the communication within 7 days (Sec. 1).

• Requires the commission to adopt standard disclosure forms for reporting ex parte communications that include certain information, including, but not limited to, the following (Sec. 1):
• The date, time and location of the communication;
• The identity of all individuals present during the communication; and
• The complete set of all text and graphic material that was part of the communication.

• Prohibits a commission member from using his or her official position to influence or alter the contents of a commission staff report, analysis or recommendation prior to a public hearing on the matter (Sec. 2).
