Title: Establishes Regulations for Dog Sales

Vote to pass a bill that establishes regulations for the sale of dogs.

Highlights:

  • Prohibits dog retailers and pet stores from selling a dog that was not obtained from the following sources (Sec. 1):
    • A humane society; 
    • A qualified breeder;
    • An animal shelter or rescue for dogs; or
    • A retailer who obtained the dog from a qualified breeder.
  • Prohibits the sale or transfer of a dog in the following circumstances (Sec. 1):
    • The dog is less than 8 weeks old;
    • The dog does not have a permanent ID microchip; 
    • The dog does not have a certificate signed by an accredited veterinarian; or
    • The individual purchasing the dog is younger than 18 years old.
  • Prohibits the sale or transfer of a dog without the following information (Sec. 1):
    • The birth date of the dog, if known;
    • The date the dog was acquired by the pet store;
    • The age, breed, gender, and identifying marks of the dog; 
    • The name, address, license number, and inspection report of the breeder; and
    • A certificate signed by an accredited veterinarian that includes known diseases, illnesses, and health condition of the dog.
  • Establishes the following penalties for a violation of the provisions of this bill (Sec. 1):
    • A fine of up to $500 for the first violation;
    • A fine of up to $2,500 for the second violation; and
    • A fine of up to $10,000 for the third and subsequent violations.
