Title: Amends Regulations Regarding Public Electricity

Vote to concur with House amendments and pass a bill that amends large-scale electric utility regulations.

Highlights:

  • Authorizes a “large-scale electric utility” to annually appropriate $10,000,000 to the sustainable transportation and energy plan for certain programs including, but not limited to the following (Secs. 2 & 7):
    • The charging of electric vehicles;
    • The research of clean coal technology; and 
    • The generation of alternative energy resources.
  • Defines a “large-scale electric utility” as a public utility that provides retail electric services to more than 200,000 retail customers in the state (Sec. 1).
  • Authorizes a large-scale electric utility with an energy balancing account to recover 100% of the company’s prudently incurred costs, beginning June 1, 2016 (Sec. 6).
  • Repeals the Utah solar incentive program on December 31, 2016 and prohibits a large-scale electrical utility from accepting new applications for the program’s incentives (Sec. 3).
