Vote to pass a bill that authorizes the state to issue Real ID compliant identification documents.

Highlights:

• Requires the Transportation Cabinet to distribute Voluntary Enhanced Secure Identity Documents to qualifying applicants (Sec. 1).

• Specifies that a Voluntary Enhanced Secure Identity Document is in compliance with federal identification regulations under the Real ID Act of 2005 (Secs. 4, 6 & 8).

• Authorizes an individual to obtain either an enhanced secure or a non-enhanced secure instruction license, operator’s license, or personal identification card (Sec. 10).

• Requires an individual applying for a Voluntary Enhanced Secure Identity instruction permit, operator’s license, or personal identification card to include 2 proofs of residency upon application or renewal that show the name and address of the applicant (Sec. 11).

• Requires an individual applying for a Voluntary Enhanced Secure Identity document to present a birth certificate (Sec. 14).

• Specifies that the price for an initial, renewal, duplicate, or corrected enhanced secure driver’s license is equal to a non-enhanced secure driver’s license (Sec. 10). 

• Increases the price of issuance and renewal of a driver’s license to $48 for an 8 year validity period from the date of issuance (Secs. 4 & 21).
