Title: Establishes Transportation Project Scoring System

Vote to override a veto of a bill that establishes guidelines for the selection of transportation projects based on a scoring system, effective July 1, 2016.

Highlights:

  • Establishes a project-based scoring system using the following goals and measures (Sec. 1): 
    • Safety and security; 
    • System preservation; 
    • Quality of service; 
    • Environmental stewardship; 
    • Community vitality;  
    • Economic prosperity; 
    • Equitable access to transportation; 
    • Cost effectiveness and return on investment; and 
    • Local priorities and planning. 
  • Requires the department to assign a score from 1 to 100 based on a 20-year forecast in the project area in evaluating whether and to what extent a major transportation project satisfies the goals (Sec. 1). 
  • Requires the department to prioritize major transportation projects with higher scores over major transportation projects with lower scores (Sec. 1). 
  • Authorizes the department to prioritize a major transportation project with a lower score over a major transportation project with a higher score if it provides in writing a rational basis for the decision (Sec. 1).
  • Exempts any major transportation project that has moved to the construction phase before the effective date of this bill from the requirements of this bill (Sec. 3).
